Themain methodological principles used in the process of Strategy preparation are mainly equivalent to those ones used in EU regions and applicable in specific conditions prevailing in B&H. In addition to the approach from top to bottom that has been used in the process, the basic principles applied in the process are as follows: partnership, joint ownership and participation, sustainability, quality, innovation and transparency.
The process has been conducted in phases. In the end of each phase, overview of results of the previous phase has been presented, discussed and approved at regional conferences. Phases of the process are the following:


•    Phase I: SEA, SWOT and comparative advantages of the region
•    Phase II: Vision, strategic objectives and priority objectives
•    Phase III: Measures and projects
•    Phase IV: Operational plan
