South East Europe Programme is aimed at development of trans-national partnership in the issues of strategic importance in order to improve the process of territorial, economic and social integration and to contribute cohesion, stability and competitiveness of the region. For the purpose of that, the Programme intends to realise high-quality projects oriented at results i.e. the projects of strategic character important for the Programme area.
South East Programme provides assistance to promotion of better integration among member states, candidate states, potential candidates and neighbouring countries. Regional cooperation in South East Europe is essentially important regardless of various degrees of integration of different states. EU is highly interested in the regional stability, progress and safety. 
General objective of trans-national cooperation is stimulation of balanced territorial development and territorial integration within the area of cooperation. This will be achieved by increasing cooperation all over the member states in issues of strategic importance. Trans-national cooperation is concentrated at the following priority areas, which are in accordance with the scope of work from Lisbon and Gothenburg: Innovation, Environment, Accessibility and Sustainable Urban Development.  

There are 13 trans-national cooperation programmes active in the programme period from 2007 to 2013.  South East Europe Programme differs from other programmes not only by the number of participating countries, precisely there are 16 countries, making it the biggest to area of cooperation, but also by the diversity of participating countries. 

General Objective


General objective of the Programme is to improve the process of territorial, economic and social integration in the South East Europe, as well as to contribute to cohesion, stability and competitiveness of the area through the development of trans-national partnerships and joint actions in the issues of strategic importance.  
Additionally, the trans-national cooperation programme SEE will demand actively a full participation of non-member states in the programme scope of work i.e. the states that will benefit from external Pre-accession Assistance and European Neighbourhood Financing Policy. Programme scope of work has been placed at south-eastern edge of EU, in which several candidate countries and potential candidate countries have been concentrated, as well as the third countries engaged within EU partnership, and thanks to that it penetrates far behind external EU borders. 

Specific Objectives

General objective of the Programme has been supported by the following specific objectives:
Programme will enable innovations, entrepreneurship, economy of knowledge and information society through concrete cooperation activities and visible results. 
Programme will improve attractiveness of the regions and cities taking into consideration sustainable development, physical accessibility and accessibility of knowledge, as well as quality of environment through integrative approaches and concrete cooperation activity and visible results. 
Programme will stimulate integration by supporting balanced capacities for trans-national territorial cooperation at all levels. 
General and specific objectives of Operative Programme will be achieved through Reduction of Priorities, which contribute to specific programme objectives in various manners:

Priorities of Reduction 1: Enabling innovations and entrepreneurship
Priorities of Reduction 2: Protection and improvement of environment
Priorities of Reduction 3: Improvement of accessibility 
Priorities of Reduction 4: Development of trans-national synergies for the areas of sustainable growth
